Participants in WG 8 are technical experts appointed by their national body (NB), or by an external organization with a Category C or Category A liaison agreement with JTC 1/SC 24. The SEDRIS Organization, the Open Geospatial Consortium (OGC), the Simulation Interoperability Standards Organization (SISO), the Digital Geographic Information Working Group (DGIWG) and the International Hydrographic Organization (IHO) are Category C Liaisons to SC 24, and therefore have appointed experts to participate in WG 8. Experts from other ISO and IEC TCs or SCs may also participate in WG 8 meetings once authorized by their parent organization.
Liaison Organizations
When there is a need for technical liaison on a continuing basis between
WG 8 and another standards organization, liaison officers should be appointed to serve
as a focal point for managing the liaison. Request for technical liaison should be
initiated by e-mail from the requester to the
Secretariat of WG 8. The request should include:
-- identification of the requester and organization
-- identification of and contact data for the liaison officer
-- appropriate background information on the liaison officer
-- reason for liaison, citing specific interest in WG 8
-- statement of expected benefits and responsibilities
Technical liaison may take the form of a technical working relationship between WG 8 and the liaison organization to accomplish specific technical coordination. Other liaison may be restricted to the exchange of pertinent documentation between organizations for the purpose of keeping each other informed.
Generally, liaison should operate in both directions, and the WG 8 Secretariat will ensure that reciprocal arrangements are made with liaison organizations.
Liaisons have no power of vote, but have options to attend meetings and receive documents. Liaison organizations have the right to participate in the meetings of WG 8, contributing to the discussion (including the submission of written contributions) on matters within their competence.
The liaison organization must agree to pay any meeting and documentation expenses that other WG 8 participants are required to pay.
The WG 8 Secretariat will conduct a periodic review to ensure that liaison organizations are, in fact, actively participating. Further, organizations may be polled to confirm whether or not they wish to retain their liaison status.
